The Central Governing council or Apex Body
should assess and chart out the areas where they will be able to organize local
groups and also develop an organizational chart of a three or four tier Board
to develop, plan, oversee and supervise the management. The Steering Committee
will plan a Management Council for Hindu Temples and Schools. The leadership
will give strength to the renovation and management of small temples and will
encourage everyone to join hands. The Regional Council will recognize the strength
and weakness of the Hindu community at large and in each of the several city and
village communities. This will be used in the development and planning for the
organization at various levels.

The
main strength of our Hindu community at every level is the sense of unity
and commitment for religious service that will be utilized to raise local funds
and local leadership to start the work, while looking for matching funds from
outside sources. Unless local commitment and involvement in the early stages of
planning and construction is obtained, long term goals in the management and maintenance
can not be reached. Improvement in one community will encourage the next group.
So, we need to show commitment and progress with leadership. The main weakness
of our community is the lack of sense of Team work at every level. In short,
this is the sense of autonomy, independent thinking and sense of leadership in
few and just the opposite in several others. The long ingrained traditions of
family feuds and caste war might also affect this progress which will need compromise
and control at every level. This might lead to some people wanting to do it their
own way and to develop a hundred blind followers to form their own group leadership.

problem of too much central control will lead to a lack of development of
local leadership to develop and maintain the organization at each community for
the Hindu Temple and school project. This leads to a lack of pride as an incentive
for work. There will be lack of interest and a decline of local financial commitment
for maintenance in long term. This will create a decline in local support for
Temple and school services. The problem of too much autonomy will be the
lack of uniformity in development and organization. While autonomy looks very
good at the outset, there may also be problems of weakness due to in group fighting
with no over-seeing body. This will lead to possible misuse of property and funds
which will lead to lack of local public support. This will lead to a failure of
leadership, internal fight and a collapse of the project. This will ultimately
encourage a political and secular government interference and takeover.

| | The
solution has to be found by organizing a well knit "Loka
Hindu Dharma Foundation" with planned set-up to oversee all small
Temples and Hindu educational and social institutes. This will be done in such
a way to increase the confidence and faith in the organization and improve the
grass root support from the people at large. The apex Governing Council directly
under the control and supervision of a Steering committee and a body of Regents
who will have the responsibility of planning, executing, fundraising, auditing
and legally supervising the hundred thousand small and medium sized semi-autonomous
Temples and schools and the regional [divisional] bodies that will be formed in
between these two levels. This will give a structure to the organization of Temple
managements. At the village and city levels, Local Committees will organize the
Temples and schools. They will be nominated or elected periodically from among
the local past owners and new donors on a membership basis, by rotation. They
should take advantage of the favorable and positive factors in all the points
discussed above.
