| | I.
The GOVERING
BODY of APEX
COUNCIL OF TRUSTEES. This is formed by the Trustees of the Steering
committee. They will nominate and appoint one member of each of the 12 Councils
as Executive Director who will govern and manage the entire operation under the
direct supervision of Trustees of Apex Council. They can have other memebrs appointed
as Directors to assist them. This council will have two sections, one to plan
and organize the central area, that is mainly the Apex Council as in II below
for Religious, educational and Social activities at the center as well as directives
for such activities around the nation and the world. This will including advanced
research centers, university education; major health center, women and children
welfare; The University schools will focus Vedic studies with related scientific
work and propagation like Ayurveda and herbs as also popularizing Vedic sciences,
Sanskrit and Tamil language and literature. The second group will plan to organize
development of small Temples and centers for primary education on Hindu Dharma
including Hindu Religious Texts, Slokas, Manthras, Puranas, History and Vedic
Studies. This will be the major Administrative body.

II.
Loka Dharma Master Plan Committee. This will plan and supervise
the construction in several phases of the Main Hindu Dharma Complex. They will
plan and organize the construction of few large meeting areas for few hundred
people to attend [sizes of movie houses and wedding mandapams], places for residence
and camps, several small lecture rooms for 50 to 100 people and one large Auditorium
for conventions for thousands of people to meet [size of a football ground or
a stadium]. They will also plan six or eight small worship areas like Temple sanctums
in each complex to teach and train various aspects of Hindu traditions. This will
plan all activities and constructions and send to AGCR. They will also operate
a Long Term planning Board and a Maintenance Trust Fund account for future maintenance.

Other 11 or 12 Councils/committees at the Apex General Council. These
councils will plan and organize the activities both for main complex and for each
District or regional councils / Boards which will be formed one by one all over
South India as Village Temples join the council. These will be the various Boards
that plan and execute individual part of the activities.

| | IV.
The Regional or District Councils organized and formed in each zone. This
is created as and when Temples are brought into the AGCR's group activity and
supervision. The oversight and control will be superficial, giving concepts of
plans to support and to place some minimum set of standard rules to follow. The
Regional councils will do the periodic verification of accounts and audits and
issue certificate of recognition of standards set. They will have one member from
each local body in its board and will have 4 to 6 Directors who will represent
their interest to the AGCR. The Regional council will verify the accounts and
managements of all private temples, plan their renovation and organization of
their functioning, fund raising, appointment of priests and regular pooja services.
The Regional council will plan, arrange and supervise all educational activities
in each city, town and village Temple. These schools will start as one day a week,
one teacher school for Hindu Dharma, pooja, sloka, philosophy and Veda studies,
later improve to be a regular matriculation school.
